Gov. Jerry Brown speaking at May 1979 rally to urge a halt to the filling of New Melones Dam as Mark Dubois was chained to bedrock just below Parrott’s Ferry. Gov. Brown had been down the river twice and supported Prop. 17 in his 1974 run for governor. Bill Press, President of PCL, is above Brown’s left shoulder.
