Description:
Faced with possible state licensing looming in the future, outfitters designed a certification program of their own (PROA – Pacific River Outfitters Association). It involved a rowing test at Camp Nine. The program lasted for about two years and was dropped in favor of outfitter-by-outfitter licensing.
