What did voters want in the 1974 election about Proposition 17?

There is strong evidence that California voters really wanted to save the Stanislaus River from being flooded by New Melones Lake. This memo outlines the reasons for this, based on post-election poll at the time, which indicated 60% wanted the river saved, not the 48% who voted for Proposition 17.  Research is underway to acquire that poll now.
