Paddle raft in Devil’s Staircase

Likely a private rafter in 1981, based on the mix of paddles, the raft – and the fact that the paddlers all have their legs outboard of the raft’s tubes. Commercial rafters abandoned this approach in the early 1970s, as both dangerous and ineffective for paddling.
