This four page statement was delivered by ARTA’s David Kay who was a member of the Army Corps-convened California White Water Advisory Board (rafting companies, kayaking associations and others) from 1974-78. His passionate statement excoriates the Corps for failures to assess a partially filled dam as a means of mitigating white water river loss and lays out specific alternatives.
