This is the U.S. Court of Appeals decision in Environmental Defense vs. Armstrong (commissioner of the Bureau of Reclamation). The case dealt with the adequacy of the Environmental Impact Statement (EIS) and its relationship to the California Water Board’s Decision 1422 . The Court deemed the EIS adequate, and left it to the State to continue with its Decision 1422, which imposed conditions on New Melones water use, which the Bureau refused to recognize, leading to more state-federal conflict over the Stanislaus River, which the State eventually won at the U.S. Supreme Court.
